What does Wotcher mean Tonks?

In the books, Tonks sounds like she's from the east end of London. Wotcher, or "watchya", or "watch you" is a greeting, in place of hello or hi. I sort of thought it was just something that Tonks said for a laugh because no one else said it. But when I grew up I found out somewhere that it meant Hi. Or what's up.
